President
Luke Gatlin is a multi-disciplined environmental professional with more than 40 years of experience. Mr. Gatlin served as an Environmental Compliance Officer for the Department of Defense, and Environmental Technical Advisor to the USEPA, FBI, NSA NASA, FEMA and DHS. As an Emergency Response Officer, Mr. Gatlin served in various response management roles during this country’s largest emergency response events including the Columbia Space Shuttle Recovery, Hurricane Katrina and Rita. Mr. Gatlin has conducted Counter Terrorism Training and Exercises both nationally and internationally.

Secretary
Crystal Spangler R.E.M. is an Environmental Analyst at CPS Energy with over 13 years of professional experience in environmental consulting, remediation and oil and gas services. Notable projects include serving in various roles during FEMA emergency response events including Hurricanes Maria and Harvey, and remediation of radioactive isotopes at state superfund sites.

Vice President
Bruce Wik is a Professional Geologist and Environmental Analyst at CPS Energy with over 27 years of environmental consulting and remediation experience in San Antonio, Texas.

Board Member
Mark Bedgood serves as the Environmental Planning Department Manager for HNTB’s South Central Texas offices. He has over 23 years of experience in the environmental regulatory field in both private and public sectors. His emphasis has been focused on assisting clients through a variety of local government and NEPA related projects involving federal and state agencies, including U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers and Texas Parks and Wildlife Department. He also serves as the environmental project manager and environmental task lead for high-profile projects across Texas.

Cimber Mabe is an Environmental Affairs Manager at HEB. Cimber has over 20 years experience in environmental issues in San Antonio, Texas. Cimber designs, implements and manages large scale corporate-wide comprehensive environmental compliance and sustainability programs based on local, state and federal environmental regulations relating to air quality, air quality permitting, waste management, waste minimization, waste water quality, waste wastewater permitting, storm water quality, storm water quality permitting, chemical and SDS management, to promote corporate objectives.

Justin Turknett is a Professional Geologist and Geologist at the San Antonio Water Systems. Justin has over 5 years of experience evaluating and interpreting subsurface field and sampling data including soil and groundwater to develop conclusions concerning the environmental and geologic site conditions. Projects focus on earthwork and structural foundations; well design and sampling; environmental assessments including Phase I/II site assessments; and seismic risk assessments.

Lloyd Hetrick is a registered Professional Engineer and a Certified Safety Professional with over 40 years of experience in oil and gas operations working for supermajors, majors, and small independents. Most recently, Lloyd has been developing low carbon energy projects with Tetra Tech for a wide range of industrial sectors.
At present, Lloyd and his Tetra Tech colleagues are supporting data center growth with solar, wind, geothermal, and hydrogen blending for power generation, also sourcing and treatment of non-potable water that is required for natural gas turbines and data center cooling.
Specific to water, Lloyd’s early career was heavily involved with water treatment to meet discharge compliance offshore and most recently adapting new and existing technologies for treating moderate to high TDS water on a commercial scale.

Vijay Kurki is Vice President and Principal Engineer at Sunpro Services LLC. Vijay has over 30 years of professional experience. Vijay has been providing his clients environmental and

engineering project/program management of cross functional team of experts. His technical expertise includes air, water and waste permitting, environmental assessment, remediation, hydrology and hydraulics, auditing, and environmental management systems.

Johnathan Bell PG CAPM, is a Principal Geologist and Division Manager with Broadbent, Inc. Johnathan has 25 years of experience with environmental, engineering, and water resource services. Projects include independent oil, mining, municipal, and State agencies.

Katherine Moore currently has over 18 years of experience in the environmental consulting field. She is a licensed Professional Geologist, Individual Asbestos Consultant and a Mold Assessment Consultant in Texas and is responsible for peer review on reports Project experience includes, Phase I, Phase II and Phase III ESAs, all aspects of asbestos consulting activities, petroleum storage tanks, risk-based corrective action (Texas Risk Reduction Program – TRRP), geologic assessments for the Edwards Aquifer Recharge Zone, Landfill Subchapter T compliance, Spill Prevention Control and Countermeasures Plans, Stormwater Pollution Prevention Plans as well as Industrial hygiene services.
